A new transportation system is being developed for the city, Rio de Janeiro in Brazil due to the 2014 World Cup and the 2016 Olympic and Paralympic Games. Those events are opportunities for developing and improving the infrastructure and transportation system. The Transcarioca BRT project is one example and have an impact, cutting through neighborhoods such as Madureira and Penha resulting in more than 3000 expropriations, meaning a significant impact on the urban fabric of these neighborhoods.
Madureira is a middle class / lower middle class neighborhood located in the city’s North Zone famous for being home of two of the most traditional Rio samba schools, Portela and Império Serrano, and also famous for its “Mercadão de Madureira”, a huge and very popular market with more than 300 stores. It is surrounded by two favelas – Cajueiro and Serrinha – and it’s been facing a big social problem with the growing in the number of crack addicts. On the other hand, the neighborhood has recently seen a positive transformation: the Madureira Park, Rio’s third largest green area, has been inaugurated in the second semester of 2012 and it’s been attracting visitors from all over the city.
Due to Transcarioca works, Madureira’s main street, Av. Ministro Edgard Romero, is completely changed nowadays: many of its houses and stores have been torn down or lost their frontal portion of land in order to allow the enlargement of the avenue to accommodate the extra lanes for the buses. Since the municipality now owns part of those lands, an opportunity to explore the neighborhoods multiple possibilities and propose feasible solutions emerges. How to restructure Madureira’s urban fabric by providing its population with new possibilities? How to deal with land ownership issues originated by the expropriations? How to integrate public transport and the existing functions? How to explore different scenarios for a neighborhood being transformed and how to keep its identity? The lack of social housing and public facilities indicates a path that can be followed.
The proposal aims to strongly contribute to the change of Madureira and define new scenarios for this neighborhood regarding local needs and opportunities provided by this new interconnectivity with the city
